The Civil Service Commission (CSC) of Maldives was formed by an Act of parliament in 2007. The creation of an independent Civil Service and other reforms and changes along with the new constitution subscribed to major changes in the administration of employment in the Public Service of the country. A distinction was made for the first time between Civil Service and Political Service. Permanent Secretaries and other Civil Servants who were given the task of delivering the government policies and projects were to be appointed by the Civil Service Commission, which consists of five commissioners appointed by the Parliament.
The Civil Service Commission with its inception took over the challenging task of establishing a modern profession Civil Service. These process of reform includes organizational restructuring, job analysis, review and reforms to pay and compensation structures, introducing performance appraisal and management audit, establishment of a personnel management information system, setting up a mechanism for complaints and investigation, and developing appropriate policies, rules and regulation to effectively implement the Civil Service Act.
As part of the Civil Service Commission providing better services with better quality staff for the public, Civil Service Training Institute (CSTI) was formed. CSTI is dedicated to help shape the public service by establishing a mechanism to train, learn and develop the government employees and establish a career based system for the Civil Service. Our primary focus is on the public service which comprises different ministries and other government offices throughout Maldives.
Vision: To be a training & development institute of the international standards, leading to the development of modern, world-class civil service for the Maldives.
Mission: To deliver quality programs based on identified human resource development needs, resulting in a cadre of civil service officers committed to delivering high quality service in the Maldives.
CSTI is dedicated to help shape the public service by establishing a mechanism to train, learn and develop the government employees and establish a career based system for the Civil Service.
